Approved website version: 16 October 2026
Operational status: not yet in force for applications or existing membership
Last reviewed: 16 October 2026
1. Purpose
These are the approved website framework for future online applications and member-account conduct for Citizens Liberation Advocacy Initiative (CLAI). They are intended to support a fair, peaceful, non-partisan and privacy-respecting process and operate alongside the Privacy Policy and the Terms of Use.
These proposed website Rules do not amend or presently govern existing or offline membership rights, discipline or appeals. They become operative for an online application or member account only after approval by the body authorised under CLAI's registered constitution, confirmation of consistency with that constitution, and activation of the relevant online process. No online application will be accepted or decided before then. If there is a conflict, the registered constitution controls and CLAI must correct the public Rules before activation.
When operative, membership under these Rules is a voluntary association with CLAI. It is not employment, public office, legal representation, entitlement to funding, authority to bind CLAI, or evidence that CLAI endorses a member's private views, business, candidate or political party.
2. Eligibility
An applicant is eligible to be considered for membership only if the applicant:
- is a Nigerian national;
- is at least 18 years old on the date of application;
- supports CLAI's mission of voter education, public enlightenment, peaceful civic participation and accountable democratic engagement;
- provides information that is accurate and reasonably sufficient to assess and administer the application;
- agrees to these Rules, including the Code of Conduct below;
- acknowledges the Privacy Policy; and
- is willing to participate lawfully, peacefully and respectfully.
For these Rules, a Nigerian national means a person who declares that the person holds Nigerian nationality recognised under applicable Nigerian law. Any dual-nationality or residence question is governed by applicable law and CLAI's registered constitution rather than being expanded by this website. An applicant confirms Nigerian nationality and age through separate declarations. The online application must not request an exact date of birth, voter card, NIN, passport, driver's licence, identity-document image, portrait, full street address, voting intention, political opinion or political-party affiliation.
Membership decisions must not be based on an applicant's ethnicity, state of origin, religion, sex, disability, political opinion, party affiliation or another irrelevant personal characteristic. The nationality and minimum-age requirements above remain applicable. An accessibility request must not be used against an applicant.
3. Application information
The approved application may request the limited information described in the Privacy Policy: name, contact details, broad location, interests, participation preferences, availability, relevant skills or experience, reason for joining, and required declarations. Optional promotional consent must be separate and unticked by default. Refusing promotional messages does not affect eligibility.
Applicants must not upload or email identity documents. CLAI may ask a proportionate follow-up question where information is incomplete or inconsistent. If a material eligibility issue cannot be resolved without collecting disproportionate information, CLAI may decline the application and explain the reason rather than collect an identity-document copy.
4. Assessment and decision
An officer, committee or other body authorised under CLAI's registered constitution will assess each complete application manually against these Rules. CLAI will not use a solely automated decision or political profiling to accept or reject an applicant.
The team may:
- approve the application;
- ask for limited clarification;
- place chapter or activity allocation on a waiting list while still deciding membership fairly; or
- decline the application for a stated eligibility, integrity, safety or conduct reason grounded in these Rules.
Examples of valid reasons to decline include failure to meet the age or nationality requirement, material false information, a duplicate or fraudulent application, refusal to accept the Rules, a credible and serious safety concern, or conduct fundamentally inconsistent with peaceful civic participation. Limited local programme capacity may affect immediate activity or chapter placement but should not, by itself, be misrepresented as an eligibility failure.
CLAI aims to issue a decision or progress update within 30 days after receiving a complete application. Approval takes effect only when CLAI sends a written acceptance. Submission of a form is not automatic membership.
The website currently imposes no membership fee, fixed term or automatic renewal. Any fee, term or renewal must be authorised under CLAI's registered constitution or another valid governing decision and clearly disclosed before an applicant submits. CLAI will not collect a membership payment or treat a fee as due where the amount, term and official payment channel were not disclosed and accepted in advance. Never pay a membership fee to an unofficial account or individual.
5. Review of a declined application
A declined applicant will receive a concise reason, except to the limited extent disclosure would create a serious safety risk, reveal another person's confidential information or prejudice a lawful investigation.
The applicant may appeal within 30 calendar days after the decision by emailing services@citizensliberation.com with the subject Membership Appeal. The appeal should identify the application, explain the disputed point and include any relevant correction; it should not include an identity-document image.
An officer or panel authorised under CLAI's registered constitution and not responsible for the original decision will review the appeal. CLAI aims to issue the internal appeal outcome within 30 days after receiving the information needed for review. The written outcome will state whether the original decision is confirmed, changed or returned for reassessment. The internal appeal outcome is final within this website process, without limiting any right available under CLAI's governing instrument, applicable law or the Privacy Policy.
6. Member rights
Subject to programme capacity, safety requirements and these Rules, a member may:
- receive information about appropriate CLAI activities and participation opportunities;
- take part in approved voter-education, outreach, learning or volunteer activities;
- be treated with dignity and without unlawful discrimination;
- raise a concern or complaint without retaliation for doing so in good faith;
- receive notice and a fair opportunity to respond before a final disciplinary decision, except for a temporary urgent restriction;
- appeal a suspension or termination; and
- exercise the privacy rights described in the Privacy Policy.
These website Rules do not independently create an entitlement to a leadership position, vote in internal governance, payment, reimbursement, a particular chapter assignment, attendance at every event or access to confidential CLAI information. They do not reduce a right expressly granted by CLAI's registered constitution. Any additional entitlement must come from a separate authorised CLAI instrument or written appointment.
7. Member responsibilities and Code of Conduct
Every member must:
- act lawfully, peacefully, honestly and respectfully;
- support informed civic participation and respect differing lawful views;
- avoid violence, threats, harassment, bullying, hate speech, discrimination and retaliation;
- reject bribery, vote buying, intimidation, electoral misconduct and deliberate misinformation;
- not use a CLAI role, event, account, group or resource to campaign for or against a political party or candidate, or imply that CLAI has done so, without express written organisational authority;
- identify personal opinions as personal and not present them as an official CLAI position;
- protect personal data, safeguarding information, passwords and other confidential material received through CLAI;
- use member information only for the approved CLAI purpose and never build private marketing, political or fundraising lists from it;
- obtain authorisation before speaking to the media, fundraising, opening a chapter, forming an online group, using the CLAI logo or entering an arrangement in CLAI's name;
- declare a material conflict of interest and follow a reasonable conflict-management direction;
- provide accurate information and promptly correct a material inaccuracy;
- follow event, safeguarding, security and lawful staff instructions; and
- report a serious safety, integrity, privacy or security concern through an official CLAI channel.
8. Communications and privacy
Operational membership notices may be sent where necessary to administer membership. Promotional news, campaign updates and event invitations require a separate optional choice and can be stopped at any time. Opting out of promotional messages does not end membership.
Members must not share another member's contact details, image, private message or participation information outside the authorised purpose. Public photographs, testimonials or profiles require an appropriate notice and permission or another clearly identified lawful basis.
The Privacy Policy and Data Retention Policy explain access, correction, deletion and retention. A member should use admin@citizensliberation.com for a privacy request and services@citizensliberation.com for a membership appeal or membership-administration question.
9. Resignation and account closure
A member may resign by sending a clear written request to services@citizensliberation.com. CLAI will acknowledge the request, end future member-only access within a reasonable operational period and apply the Data Retention Policy. Resignation does not automatically erase information that CLAI must keep for an unresolved complaint, legal duty, due diligence or legal claim, but access and use will be restricted to that purpose.
10. Concerns, investigation and discipline
Subject to CLAI's registered constitution and applicable law, CLAI may consider a report of conduct that occurred through a CLAI activity, used CLAI authority or resources, affected participant safety, misused personal data, or could reasonably damage the integrity of CLAI's civic mission.
The usual process is:
- a preliminary assessment of scope, immediate risk and available information;
- notice to the member of the material concern in understandable terms;
- a reasonable opportunity for the member to respond and correct relevant facts;
- an impartial assessment based on available evidence; and
- a written, proportionate outcome.
Possible outcomes include no action, advice, a corrective requirement, warning, activity restriction, temporary suspension or termination of membership. CLAI may impose a temporary restriction without completing the full process where reasonably necessary to address an immediate safety, security, safeguarding, privacy or evidence-preservation risk. It will review that restriction promptly and it is not a finding of misconduct by itself.
A final suspension or termination notice will state the material reason, effective date and appeal route, subject to lawful limits on disclosure.
11. Appeal of suspension or termination
A member may appeal a final suspension or termination within 30 calendar days by emailing services@citizensliberation.com with the subject Membership Appeal. The appeal should identify the decision, the disputed finding or procedure, and the requested correction.
An officer or panel authorised under CLAI's registered constitution and not responsible for the original final decision will review the appeal and may confirm, vary or overturn the outcome, or return it for further assessment. CLAI aims to provide a written appeal outcome within 30 days after receiving the information needed for review. The internal appeal outcome is final within this website process, without limiting a right under CLAI's governing instrument or applicable law.
12. Changes to these Rules
CLAI will publish the current version and effective date. A material change affecting existing members will be notified through a reasonable channel before it applies where practicable. A change will not be used retrospectively to turn conduct that complied with the applicable Rules into misconduct.
